This paper gives complete answers to various questions about CWS-type additive quantum codes: it shows that an additive ((n, 2^k)) quantum code exists iff there is an additive code over GF(4), self-orthogonal under the trace inner product. The theory is applied to give many new codes, including [[11,1,5]] and [[12,0,6]], and linear-programming and other bounds.
